Planning and Design Project Procurement for New TiWaLan

Planning and Design Project Procurement for New TiWaLan was contracted on Dec 27, 2012, and was closed on Jun 15, 2015. We completed major specification planning, general arrangement design, operation and financial analysis. The Plan was reviewed and approved by National Development Council, and successfully obtained a full subsidy of NT$1.8 billion for Penghu County Government. After the case completed, Penghu County Government issued a certificate of appreciation.

New TiWaLan Features

New TiWaLan we planned is a Ro-Ro Passenger ship, with LOA 130 meters and LBP 18.5 meters, which can carry 720 passengers. Maximum speed is 27 knots and service speed is between 12-26 knots. New TiWaLan meets the requirement of International Convention for the Safety of Life at Sea for Short International Voyage.

New TiWaLan is equipped with diesel electric propulsion system, which can flexibly adjust the speed, is easy to maintain, has high endurance, and has a long service life. In addition, it adopts dual power sources and dual propulsion design, which provides a backup system to improve the survivability of the vessel and ensure the safety of ship power.

We also completed the computational fluid dynamics (CFD) line type verification, and introduced twin skegs to improve the stability of the stern flow field, which can effectively improve the propulsion efficiency and make the ship faster.

Project Management (including Supervising) Procurement for Two 500 Gross Tonnage Class and One 1000 Gross Tonnage Class Research Vessels

Project management (including supervising) procurement for 3 research vessels was contracted on Apri1, 2016. During this period, we completed General Arrangement, Owner Requirement Specifications, Maker List and other bidding documents. On November 1, 2016, CSBC obtained the Design and Build Procurement for these 3 vessels. After our drawing review, supervising, and project management, 3 vessels have been delivered in 2019 and 2020 respectively.

The outstanding ability of New Ocean Researcher 2 (NOR2) is verified and affirmed by experts from Institute of Oceanography at National Taiwan University. An article posted on the official website stated: "Among them, the most dazzling performance is from multibeam echosounder. After multiple corrections, the original data presents a fine seabed topography that is so detailed and amazing, especially in shallow and mid-depth waters." Ministry of Science and Technology also published a news on its official website, specifically mentioning that NOR2 is supervised by us. and praised her function.

organized by Taiwan Society Naval Architects and Marine Engineers (entrusted by Industrial Development Bureau of the Ministry of Economic Affairs). New Ocean Researcher 1 also won 2021 Ship Award, which is a great honor and affirmation to our design and management capabilities.

New Ocean Researcher 2, 3 and 1 Features

Advanced sonar system: We incorporated advanced sonar equipment such as dynamic positioning system, acoustic doppler current profiler, sub-bottom profiler, single-beam and multi-beam echosounder, hoping a breakthrough for marine scientific research. Bow thruster is also equipped with a hydraulic automatic opening and closing cover, to prevent flow field from interfering with sonar system, ensuring the accuracy and precision of measurement.

Underwater noise reduction technology: We independently developed a set of technologies that can effectively reduce underwater noise, and can meet the requirements of DNVGL-Silent. We used double-ended propellers and fixed pitch propellers for stern thruster. Compared with traditional propeller, this pitch blade has lower underwater noise, steady flow effect, high propulsion efficiency, suitable for low-speed navigation, and lower hull and propulsion. Measured by labs of National Taiwan University and Chung Shan University, the final results met the requirements of DNVGL-Silent for reseach vessels.

Improvement of electromagnetic interference: Sonar is a very delicate instrument, and subtle electromagnetic interference will also affect the performance and operation of the equipment. In accordance with the requirements of IEC Publication 60533, we asked shipyard to take appropriate measures while doing electric designing and arrangment, to reduce electromagnetic interference and to beware of electromagnetic compatibility.

Seakeeping Performance and Gyro: We analyzed various wave heights and speeds to obtain the maximum vertical acceleration and roll angle, and we performed roll and pitch motion analysis to evaluate seakeeping. We introduced Gyro for research vessel, an anti-rolling equipment, which can effectively reduce the degree of shaking at low speeds and improve the comfort of researchers.

Backup electric propulsion system: We planed 4 generators and 1 emergency/shore based generator, which are split in front and rear engine room, and adopted dual power sources design to ensure power safety of the vessel. In normal situation, two generators are in operation. When one of them fails or needs maintains and repairs, the vessel still has enough power for operation. Emergency/shore based generator could generate power while emergency, also could be used as shore power while there's none at dock.

Project Management Procurement for Float Dock

Procurement for Float Dock was contracted on November 3, 2017. During this period, we planned main specification and prepared bidding documents for "Plan, design and supervision", which was contracted eRich Naval Architect & Yacht Design. The project is being constructed by CSBC Corporation, Taiwan, and float dock is expected to be delivered in November 2026.
